OPERATIONS OFFICER

The operations officer is responsible to the executive officer for the proper conduct of inspections, drills and other military evolutions conducted by the unit. Specific responsibilities include:
  • Training and supervising unit parade detachments, the color guard, drill teams, etc.
  • Training and supervising the quarterdeck watch team, and for ensuring that smart quarterdeck etiquette is practiced by all hands.
  • Ensuring accuracy and completeness of entries made in the quarterdeck log, and submission of the log to the commanding officer for approval and signature on a periodic basis.
  • Ensuring that uniforms are worn in accordance with NSCC Uniform Regulations and meet high standards of cleanliness and maintenance.

NEW PERSONAL AWARD TO BE CREATED. This ribbon award will be a personal award, junior to the NSCC Meritorious Recognition Ribbon but senior to the NSCC Citation Ribbon. This Award is intended for senior cadets and junior officers who distinguish themselves through superior performance of duties. The US Navy model upon which it is based is the Navy Commendation Medal. Look for it in the next update of the Awards Manual.
LEADERSHIP EXAMS AND OFFICER STUDY GUIDE REMOVED FROM POLA. Leadership exams are under the prerogative of the Field Representative, and have been previously excluded from POLA in at least half of Field Representative Regions. For program consistency and to maintain the emphasis on leadership training at POLA, leadership exams will be given at POLA only when the Field Representative is present to administer the exam. Otherwise they will not be a part of POLA. Similarly, completion of Officer Study Guides is not to be included as part of POLA.
UNIFORM REGULATIONS CHANGE FOR CADET CPO BDU's; NEW COLLAR DEVICE . A new collar device for cadet CPO BDU wear was approved for possible adoption. It is an anchor with NSCC inscribed across its face and modeled after the Navy's device. While approved, it is still subject to costing for final determination of feasibility for implementation. If determined cost effective, it will be incorporated into the next update of Uniform Regulations.
INCREASED EMPHASIS ON CADET TWT CHECKOUT PRACTICES. While no specific changes to existing policy or regulation were recommended (current policies adequate if adhered to), attention to ensuring clear and safe check out practices for cadets departing TWT, will be enhanced into future COTC letters, the summer training schedule, and updates to the Advancement and Training Manual.
ELIGIBILITY FOR THE UNIT COMMENDATION AWARD EXTENDED TO TOP 10 NSCC UNITS AND TOP 5 NLCC UNITS PARTICIPATING IN ANNUAL INSPECTIONS. This change is effective immediately with the first quarter 2004 inspection cycle.
RT COTC'S AUTHORIZED TO AWARD MRR TO RT HONOR CADET, CITATION TO EACH RT COMPANIES HONOR CADET, AND UNIT CITATION TO ALL MEMBERS OF THE HONOR COMPANY WITHOUT NHQ PRIOR APPROVAL. This change is effective immediately, and will be incorporated into the next update of the Awards Manual. It simply relieves the burden on RT COTC's of having to come to NHQ first, (copy with the COTC report is all that is required) and extends recognition via the unit citation to all honor company cadets.
GENERAL NOTE FOR ALL HANDS. All hands asked to help in looking for additional training opportunities. With federal funding to offset cadet and escort messing and berthing costs once again available for 2004, program growth continues. EX-CADETS AT THE U.S. NAVAL ACADEMY. With the entry of the new Plebe class at the Naval Academy this past summer, the number of those Midshipmen who were ex-Naval Sea Cadets rose to a total of 482 - which is 10% of the entire Brigade. We are trying to obtain similar statistics for the other Service Academies and for the numbers of our Cadets who volunteer for all Services. More...
Summer training 2004. 2004 summer training is right around the corner, and as we have done over the last couple of years, we intend to promulgate the summer training plan for 2004 not later than end February, with hard copy in the mail. More...
All cadets must pass the PT test at RT to get credit for the RT; if they don't pass they will have to repeat the RT. The policy was put in place last year and is still in place this year. It remains a Unit CO responsibility. All cadets must pass the PT test before attending RT, and at RT, or they have to repeat the RT. All are reminded that the PT program is modeled after the President's Challenge, and that NSCC requirements remain below the 50th percentile nationally. See NSCC Action Letter 9-02. Bottom line for Unit CO's is that if your cadet cannot pass the PT test, do not send him or her to Recruit Training.
Help coming for adults. For 2004 summer training, we hope to be able to offset adult escort cost to and from training sites. We hope, and expect, to be able to implement a mileage compensation program for adult escorts. It will be modest, and probably only cover the cost of gas to and from the training sites, and while not much, hopefully it will help a little. Details to follow…Thank you to all the adults who make the program possible.

Additionally, for adults who attend OPD training later in 2004 we intend to implement a program to cover adult training costs for attending OPDs. It too, will be modest and probably won't cover all expenses, but should help a little. Details to follow, but the message here is, in addition to saying thank you to all the adults, to also assist in getting adults the NSCC program training so that all can do an even greater job in supporting NSCC cadets across the entire program. These programs are expected to be implemented in the spring, and be available sometime during the second quarter of the calendar year.

NSCC/NLCC ENROLLMENT FEE INCREASE. Personnel will note that there has not been a fee increase since June 1997---over six years ago. Because of escalating costs including increased insurance fees, it has now become necessary to raise the fees for joining the NSCC and NLCC. More...
